Economic Impact of Pork ImportTax Reduction on Pig Raisers in Van Giang District, Hung Yen Province

Abstract

Reduction of import tax on meat (including pork) earlier than the schedule committed to WTO in 2008, with high inflation and diseases in Vietnam had put pig raisers indifficult situation. The study aimed at assessing economic impact of thesechanges on pig raisers and propose some recommendations and policy implications. Data  was collected from interviews with 45 pig smallholders and 15 pig farms in Van Giang District, Hung Yen in 2009. Descriptive and comparative statistics with t-test was employed. The results showthat pig raisers had different responses to the adverse change in term of rescaling of production. However pig raisers had changed farming practices and use of breeds to reduce cost. On average, income from pig production (accounting for about 90% total farm household income) was reduced by from 45% - 75% and 55% - 80% in 2008 as compared to 2007, by nominal and real terms, respectively. The tax reduction, in one hand had negative impact on pig raiser; in other handput an alarm on Vietnam’s agriculture sector. Recommendation and policy implications were drawn,for a “better prepared” Vietnamese pig raisers before a stiff competition in the coming time, especially after 2012
