Human Resources Development Policies to Enterprises in Thai Binh Rural Areas

Abstract

For enterprises coperating in a highly competitive economy, development of human resources is always considered as one of the key factors leading to success. This seems to be more important for enterprises in rural areas where the shortage and weakness of human resources exist. This study is to examine and analyze in deep on human resource issues in 30 enterprises in Thai Binh province, including 15 enterprises in the pure agricultural areas and 15 remaining enterprises in the edge of urban areas. The study focused on (i) issues related to employing the human resources; (ii) the connection between rural enterprises and vocational schools in Thai Binh province and (iii) appropriateness of human resource development policies to those enterprises. The result shows that the human resources' quality of the enterprises in the edge of urban areas is better than that in the pure agricultural areas. However, there is a loose linkage between the enterprises and vocational schools in terms of developing human resources. Moreover, human resource development policies are not really relevant to the enterprises. Hence, some orientations and recommendation in developing human resource for the enterprises in rural zones of Thai Binh province are proposed.
