Improving Scientific Thinking Capacity of Party Staff at Grassroots Level to enhance the Effectiveness of Implementing Fundamentally Democratic Regulation in Rural Vietnam nowadays

Abstract

The reality of 20 years of renovation and 10 years of implementing fundamentally democratic regulation has proved that it is the powerful foundation of the party with effective democratic regulation that brings the development of production and livelihood, and hold fast the security and safety of the whole society. A lot of work has been done to enhance the management capability of the fundamental party and to reinforce the effectiveness of implementing fundamental democratic regulation. With the method of system approaching, information collecting and other kinds of specific scientific research, the author of this article has analyzed and clarified the enhancement of scientific thought and the continuing of personnel thinking renovation, so that the awareness of the whole fundamental party become more proper in the field related to  agriculture, farmers and the role of household economy. These are of great importance, and is the corner stone to perfect the democratic socialism in rural Vietnam, bring agriculture and rural areas of Vietnam to richness, civilization and modernization
