Abstract

The district of Nam Dan, belonging to Northern Central Vietnam, is a zone prone to injury by impacts of climate change. In recent years, there have been clear manifestations of calamities such as drought, dry and hot wind, floods and rising sea level in Nam Dan district. Frequencies of dry hot weather increased in May, June, July, resulting in serious drought. Heavy rains between August and October brought about land sliding and erosion. The sea level rising was penetrating deep into the mainland of Nam Cuong and Nam Phuc communes. Four sections of Lam River dam were broken with hundreds meters long. The SEMLA project in land use planning of Nam-Dan district has estimated that the increase of greenhouse gas emission from agriculture and from industry and traffic by 2020 would be 133,770 and 150,164 CER, respectively. The project proposed some measures to combat these problems, among others, afforestation, cropping system conversion and clean energy development
