Research for development of green growth criteria apply evaluating, ranking and propose solution to promote green growth urban districts in Hochiminh City

Abstract

The purpose of this study is to assess and monitor the state of green growth for the urban districts in Hochiminh City (HCMC). The studymakes use of advanced methods such as MCA, AHP, PCA... to develop criteria for evaluating and ranking green growth for 13 urban districts in HCMC; and proposes measures to promote green growth in 13 urban districts and HCMC. The results of the study show that the economic development of the districts is increasing rapidly and the quality of life is improving more and more. The environment is polluting, however it is improving with a positive trend. The author developed the green growth indicators with 9 main indicators (environmental quality, health, transport, reducing risks, social, economic, environmental management, education and employment) and 18 subindicators. The results showed the ranking of 13 urban districts in HCMC in two groups: poor green growth including Dist. 4 (39.27) and Dist. 6 (38.19); The average green growth including: Dist.1, Dist. 3, Dist. 5, Dist. 8, Dist.10, Dist. 11, Binh Thanh Dist., Phu Nhuan Dist., Go Vap Dist., Tan Binh Dist. and Tan Phu Dist.. In particular, Dist. 1 (58.03) and Dist. 5 (55.38) are two districts with high score of green growth comparing with 13 districts of HCMC. Based on the study results, the authors also recommened measures to boost the green growth for 13 districts and HCMC.
